I can't imagine that many developers are going to confuse a library with a
specification anyway. You can link code to one but you can only read the
other one. So, I'd expect to see 2 sub-lists of things in the "release
set" anyway. So, I see no problem there.
I do think that these 2 lists of things should be on the same time-based
release schedule, and this schedule should in turn be sychronized as much
as possible with the GNOME, KDE, and distro time-based schedules, where
they exist.
