Question about Freezes

Sorry if this is covered in a document somewhere (if so, where?).

Now that Gnome 2.4 has been released, are the ui/string freezes
effectively over? I have several "punted-to-post-2.4-because-of-freeze"
bugs that I'm fixing. Do I apply these only to the HEAD branch, or to
the gnome-2-4 branch as well?

As far as new features are concerned, must they only go to HEAD? Or can
I include some of the simpler (and/or much needed/missed) ones into the
stable gnome-2-4 branch?

Or is this handled in a module-by-module basis?
