I don't know the answers to those questions, but the
behavior appears to come from gettext. Fixing
glib/po/Makefile.in.in will fix it for packages that use
glib-gettextize. glib installs Makefile.in.in in
/usr/share/glib-2.0/gettext/po/ and copies or symlinks it to
your po/ when you run glib-gettextize.
