That's only the big desktop distros; lots of other distros/OS's
(FreeBSD, Debian, many hobby Linii, etc.) don't do _any_ customization
and use stock GNOME sources.

I don't think it's that great an idea to say that GNOME isn't intended
for anyone unless distros do the last mile effort on it.  That's just me
tho then.  ;-)
