Proxy prefs need 'No proxy for' option

Since epiphany, etc. are simply using proxy prefs, it makes life
difficult for people on a large intranet to need to distinguish between
local and external web sites.

Perhaps a multi-line text box below UserId and Password in the
'Advanced' popup dialog ?

I remember some discussion about the proxy dialog a while back but
nothing seemed to have come of it.

Also is there any bug id for this ? I might give it a go if no-one is
interested.
