This is why I was suggesting a while back that the UI design here
should possibly include input method handling, not just the keyboard
layout switcher.

It seems like input methods on UNIX have always been handled with
language-specific setups and hacks, without any kind of unified UI.
But there's prior art on both Mac and Windows for doing it in a nicer
way.
