HIG question

I couldn't find an answer to this question in the HIG.

I want to add tooltips to my brand new HIG-compliant dialogs. Do I add
them to the labels of the controls or the controls themselves?

For example:

	Default dimensions
	   Width:   [100      ]
	   Height:  [100      ]
	   ^		^
	   |		|
	   ?		?
