The code for this (both the ability to display pregenerated html and 
yelp-pregenerate that will do the generation for you) have been in yelp for
literarily *AGES* - the code was commited just after yelp branched for 
gnome 2.0.x back in July. Any 2.1.x yelp should have this capability. 
 
It does give a significant speedup, esp. on slower machines.
