Request/Idea - REQUIREMENTS file for modules

An idea that has come to me is that perhaps all modules should have a
REQUIREMENTS file, that should list the packages neccesary to
build/run the package.

For most modules this would probably be boilerplate text, but for
some, especially apps such as gnumeric, abiword or galeon could be
very useful.

One useful piece of info could be the version of automake needed
(just been bitten by gaim, devilspie, and rhythmbox all needing 1.5+
and only checking aclocal/automake)

I know some apps have this info in the README, but these are the
exception rather than the rule.
