These functions don't seem to work

These functions don't seem to work: 

gtk_window_set_skip_taskbar_hint(GTK_WINDOW(note->window), TRUE);
gtk_window_set_skip_pager_hint(GTK_WINDOW(note->window), TRUE);

Any idea why? I'm running Gnome 2.2. I'm using them in the stickynotes
applet in gnome-applets. The code is:

The notes should not show up in the taskbar or pager, but they do. Any
idea why?
