Actually this touches a bit on a old gripe i had with the panel (which
was filed in
http://bugzilla.gnome.org/show_bug.cgi?id=73711)
We fixed the panel & applets so it picks up the background color of
it, however 'transparency' is something that is something they do not
adjust to (window list, clock and sound mixer come to mind as obvious
examples).. Thats a shame since 'miss-behaving' applets like that spoil
the posibility to do nice graphical looks like in that longhorn
screenshot..
(i presume it is already fully posible to set a text color per-panel
thru a theme's rc file? imagine you have a transparent panel on a dark
background color (like longhorn dark blue), you would need to set the
text color of that one panel to white.. If not, that will be the next
chalange ;-)

and that's not an easy task for most applets.
