2.3 Feature Request: Inactive toolbar icons

Hi, i've a suggestion for a new feature for the 2.3 branch.
I'd like inactive toolbar icons look's like the screenshot i've made.
The screenshot compare a Kde toolbar and a Gnome Toolbar.
I'd like to have something like the Kde Toolbars.
