Yes, the keyboard capplet is already pretty large, I'm trying to fix it also with the international capplet, the gswitchit addition looks ugly and I have an initial idea to try to improve it. I will add gconf keys to store the preferences and gnome-session, nautilus and gnome-panel (those are the main application that runs new applications) will change the variable values automatically so new applications will have the new preferences.
