Problem with glib-gettext.m4

There is a bug in the glib-gettext.m4 macro that has been causing 
problems building on some systems including RH9.  The problem is 
detailed in the last comment on this bug:

The problem occurs if you are using glibc, but do not have a libintl.so 
(or .a) on your system.

Since the contents of M4 macros get included in the body of configure 
scripts, it will be necessary to release new tarballs of affected 
packages after the fix is applied.  It would be good to get some testing 
of these tarballs before Gnome 2.4 is released too.

Note that the problem change was made on 7th August, so any tarballs 
made before then are not affected.
