tricks and traps for the release notes

Folks -

Malcolm has started us off with a couple of good suggests for a GNOME
2.4 "tricks and traps" section.

His two (good) suggestions:

1) How to deal with the fact that items on the panel start in "locked"
mode.

2) How to exclude certain hosts from being handled by the proxy.
