You should probably submit this as a bug in bugzilla.

Note however that the way to customise the defaults is not to modify the 
schemas, but instead to load settings into the defaults gconf database.  
For an example of this, see how the panel loads up the default panel 
config (this is in the 2.3.x version of gnome-panel).
