What's currently supposed to happen on the desktop is:
Shift-F10 : context menu for selected icons
Ctrl-F10 : context menu for desktop (same as right-clicking desktop)
This is documented in the user docs:

and works as advertised on my 2.0 desktop.
I think the Ctrl-F10 behaviour was added by the fix for bug #86531, but
there's no patch attached so it's hard to tell...
