There's a warning prompt on the install-module script if someone's
installing an existing version. If the warning is not heeded, we can't do
much about it. We just have to rely on the people who have been given
ftpadmin privs to do the right thing.

I could make it so that it errors out, and you have to pass a specific
command line option to make it do it...

The released modules would be hard to "lock", because the release
directories are just symlinks.
