Well, when you're just cycling through panels, it's actually still quite
hard to tell which one you've just given focus to, even if we minimally
fulfill the accessibility requirement by ensuring the focused panel
object has a dotted line around it at all times. So we believe the
option of highlighting the whole panel when something on it has focus
still needs to be available.
It's not like tabbing through a dialog where you can kind of predict
where focus is going to go next-- when you're cycling through panels,
you're moving the focus indicator in a generally unpredictable order
between things that are often in your peripheral vision. Therefore you
really need a much bolder indication of where focus has gone to draw
your attention to it... all the more so if you have some sort of vision
deficiency, like mild tunnel vision. But people screamed when we did it
properly :)
