HEADS-UP: maintainers way overdue tarballs

This is a HEADS-UP for maintainers who have not made tarballs for an
extended period of time for pre-gnome2 releases - if the tarballs do not
happen in the next 24 hours, emergency tarballs to enforce having a sane
ongoing gnome2 development and relese cycle will be created.
