While new ideas are being tossed into the fray here, what about having it 
so;
a) when tabbing to the panel it 'throbs' slightly but doesn't actually 
remove the focus from the application being used
b) when tabbing to an object on the panel, it also then 'throbs' to 
indicate it can be launched without removing the focus from the 
application being used.
