a) do not show focus when the panel itself doesn't have focus.
b) use base[SELECTED] (or the other blue) to show focus. This is
consistent with how paned widgets show keyboard focus. The blue
color may be more intrusive, but the panel itself having focus
should be a rare event.
The prelight color should not be abused to show keyboard focus,
because turning off prelight is (or should be) an entirely reasonable
thing for a theme to do.
