Well. To end up in application:///Internet it needs to have the category
Application;Network, not Application;Internet. Since the vfolder spec
says:

<Name>Internet</Name>
<Desktop>Internet.directory</Desktop>
<Query>
<And>
<Keyword>Application</Keyword>
<Keyword>Network</Keyword>
</And>
</Query>
<DontShowIfEmpty/>
</Folder>
