Release notes - menu editing etc

First off, is there a reason why the latest draft of the release
notes say FIXME rather than

BTW - on my system with the mods described in the note panel menu
editing is very sweet!!

Also on a consistency note, menu editing has been disabled in
gnome-panel, but not in nautilus, which is where the worst problems
are.

The hang of nautilus being one of the worst.
