OK, I've done the exhaustive search through all the configure.in files
now. As people suspect, it turns out db3 is not a requirement at all.
GConf can use it for the db backend which is not built by default and
nothing else tests for it.

John: Looks like you can nuke that package entirely from the release
notes.
