Capitalisation

What is the policy for capitals in .desktop file comments?  I have just
received a set of patches for GNOME games, all along the lines of:

+-_Comment=Gnome Reversi game
++_Comment=Gnome reversi game

Personally, I prefer a capital R but I have strange tastes at the best
of times :)  So, what is the policy here?

(also, I guess it should be GNOME instead of Gnome)
