No, we believe (well, I do anyway) that Esc should always mean "Cancel",
otherwise you just introduce inconsistency and potential confusion.
Windows always used to make a point of this in their guidelines too, so
if 'all Windows versions' behave as you say then I'm afraid they're not
eating their own dogfood!
(There are other standard keybidings for "Close" in GNOME, however:
Alt-F4 and Ctrl-W).
