[Deskbar] utility functions

Hi,

i was thinking about the possibility and benefits of having some
common functions in a utilities module...
things like icon loading would sure benefit from it:

- a "load_icon" function with parameters like search_paths (none would
default to theme icons), maybe automatic globing for the paths and
possible extensions, icon_size ...

this would allow to cut on some lines of code and have consistent
behaviour (also on exeption handling)

- maybe some other functions for gconf and such...

any thoughts?
