wsdl problems

I'm trying to install Beagle following the instructions on the
"unofficial wiki" (is that like the unofficial Wendy's spokesman? :)
). Unfortunately, when making Beagle, I get the following error:

wsdl -namespace:Beagle.Util -out:GoogleSearch.cs GoogleSearch.wsdl
make[2]: wsdl: Command not found
make[2]: *** [GoogleSearch.cs] Error 127
make[2]: Leaving directory `/home/kylem/archives/non-rpm/beagle/Util'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/home/kylem/archives/non-rpm/beagle'
make: *** [all] Error 2
Sure enough, there's no wsdl binary on my system (Fedora Core 2).
Where can I find this? I have had no luck finding a package that's got
this in it... I'm sure it's something obvious I'm missing, but I'd
really appreciate any pointers anyone could send my way. Thanks!
