new patch policy

Up to this point, our policy has been to have contributors send patches
to the mailing list for discussion and review.  Unfortunately, this
hasn't always worked well.  When everyone is busy, it is too easy for
patches to fall through the cracks.

So from now on, I'd like to request that people not send patches to the
mailing list.  Instead, open a bug at bugzilla.gnome.org (product
'beagle') and add your patch as an attachment.  This should make it
easier for us to keep track of pending patches.

If I've dropped one of your patches, please accept my sincere apologies.
If you file it as a bug, I promise that someone will get to it soon.
