ANNOUNCE: Beagle 0.0.0

I'm pleased to announce the release of Beagle 0.0.0.

Beagle is a tool for indexing and searching your data.  It is in a very
early stage of development and should be considered highly
experimental.  

Dashboard now uses Beagle for all of its indexing.  We expect to use
Beagle to power a number of search-related applications.
