Maybe we can handle this in the near future, but I'd like first to know
how this is being done at this moment (who is doing it and how). I think
the BuildBrigade work should be nearer to the releasing team than it is
currently, so I think it'd be great if we can help with this. Guadec is
almost here, if you (or any other related people) are attending we can
meet there and talk about this, if not, please let me know about this
process in this list so we can decide how we can get involved.

I would love to be at GUADEC again, but I don't think it'll work out
this time.  The nitty gritty details of how this works can be found at
http://live.gnome.org/TwoPointNineteen/ExternalDependencies.  However,
the short version is:
 Someone proposes bumping an allowed external dependency version
 number, people can comment on the mailing list, and then someone on
 the release team responds.
So far, "someone on the release team" == me in every case I remember.
Since the main point of being strict about bumping allowed external
dependency versions is to ensure buildability, it really seems it'd
make sense to have the build brigade involved or even in charge here.
