You need to install the -devel package. You will probably need to do
this for many packages. -devel packages provide (among other things)
header files and pkg-config files that are not necessary for typical
runtime usage.

After trying to reinstall the mono packages, it now tells me I don't
have
libmusicbrainz 2.1.1 or higher. I can clearly see that this package is
installed in YaST. Any ideas? Thanks!
