It means the rpm will probably want versions that are not present 
in  plain RH7. I built those on machines with Ximian Gnome (which is
1.4) installed. You are welcome to try them, but if you don't have 
Ximian's gnome packages I recomend balsa-1.4.2-1.i386.rpm
