gpg: no valid OpenPGP data found.

I have been trying to import a GPG key for a user and have got an error  
dialog:

gpg: no valid OpenPGP data found.
gpg: Total number processed: 0

Clicking on the signature shows:

The signature could not be verified due to a missing key.
Validity: The user ID is of unknown validity.
Owner trust: unknown.

Can this be easily debbuged? Is it supposed to happen now and then?
