[PATCH] balsa xml documentation

Hi!

Here's a patch that converts the balsa sgml docs to the xml format
used by the gnome gdp project these days. The directory
'help/C/images' will need to be renamed to 'help/C/figures'(which
seems to be some kind of 'default' now.

Oh, balsa2 now seems to fail from compiling on src/balsa-message.c
because of some warnings...
