ANNOUNCE: balsa-1.3.7 released.

Hello,

Balsa team would like to announce balsa-1.3.7 release. This is a 
prelease of 1.4.0. The goal is to test all the recent changes, 
particularly in the building process, to ensure that there will be no 
unexpected and trivial problems with 1.4.0.
