Bug: RFC2047 violation of CVS balsa [äöüÄÖÜ]

Well, the subject says it all... look at the subject and from lines in the 
source; the Umlauts are not encoded as requested by rfc 2047. I use the cvs 
version of balsa. Encoding *was* correct in earlier versions (e.g. 1.3.1) 
and is wrong at least since 1.3.3, so I suspect a libmutt update to be the 
reason.
