Looks like you can't change it in the preferences, you will probably
have to manually edit the balsa config files, have a look at:

/etc/sound/events/balsa.soundlist
/etc/sound/events/email.soundlist
/usr/share/sounds/balsa/newmail.wav
/usr/share/sounds/balsa/startup.wav
