CVS rules for the nearest future

Hi,

This is just a reminder that we are in feature-freeze state now: 

- no new features in HEAD
- other patches only after thorough, and I mean thorough, testing (I know
we all do test, this is just a reminder). If possible, get some one to
review larger patches. When in doubt what does the word 'test' mean, check
out http://www.tuxedo.org/~esr/jargon/html/entry/test.html
- when bored, handle some bug reports.

PS. nearest mean approx one month. Feel free to develop new features, but
just don't commit them to HEAD. If you really want to share your ideas
immediately, branch.
