[announce] new balsa.idl

Finaly got the nerve to break^Wcommit a new balsa.idl. Could someone please
comment on it before i start writing actual code ?

The main idea is for a client to able to access folder and read/send 
messages.

[btw, ian: looked at prog_cb. looks good, did you stress test it ? i 
suspect if the user start doing nasty stuff like opening large mailboxes
in the meanwhile we may upset the server. we aren't heading towards 
cooperative multitask and yeld() all over libmutt are we ? :)]
