account.php timezone error

hi! i just updated my art.gnome.org user account and wondered why utc+1
(which definately is my correct timezone) displays my current time
incorrectly. there is a difference of 5 hours (not considering summer
time). it seems to be an error in the script in account.php. just wanted
to mention that.
