[Bug 310238] Allow variations for newly submitted themes

There is a technical issue which is holding back the implementation of this.

There is currently no way to relate a submitted theme to an added theme.
Therefore, you cannot tell which added theme the variation in the submission
list should be added as a variation to, unless you mark the submitted theme as
a variation of an existing theme.

If anyone has any ideas on a good fix, please let me know.
