[Planner Dev] dependencies for the development libraries

Greetings,

I'm currently sprucing up the Debian package of Planner and, among other
things, getting around creating a separate package for the development
headers and libs (see http://funkyware.konflux.at/debian/pool/p/planner/).

One aspect which remains foggy to me is, what should be the dependencies
for that libplanner-dev package?  Surely the list of dependencies for
developing plug-ins must be somewhat shorter than when building Planner
itself, but how exactly?

Any clarification on the above issue is greatly appreciated.
