I've heard of such plans, too, but there was no info who works on it, or
where this work is done.

The license is listed in the detail page for each package when I was able to
find it out.

The basic intention is to promote software that fits (visually) into GNOME,
so it lists proprietary software, as well, when it uses GTK+.
