There is no need to try to set filters ourselves, in the embassies there is people paid to act as filters, and they do it quite "well" (so "well" that every year there are some real gnomers not getting their visa to come to GUADEC). It's not spam, they are real requests submitted following the steps required and using the template available at http://guadec.org/visa About the intentions of people requesting an invitation letter, in most if not all cases we can't know, nor judge. This is why I've been replying all the invitation letter requests we have received (about 15 in total, about half of them coming from known people).
