Default vs minimum size

I'm setting up a typical app window which has a menubar and a drawing
area within a scrolled window.

I'd like the default size to be (say) 400 x 300, but the minimum size
can be smaller.  Setting the requisition by connecting to size_request 
seems to set the default and the minimum.

Can I set the default and the minimum sizes independantly?
