This is done by the window manager, AFAIK apps have no way to tell the
WM how they'd like this to be done.  And only a few WMs (I only know of
GWM and SCWM) will let you choose the alignment for window titles, this
having absolutely nothing to do with what apps want.
And this is right.  IMO window title alignment should not be explicitly
controlled by apps themselves.
