There are mainly two options:

- We keep the 200n.guadec.org dynamics, we create a new drupal instance
under the same drupal infrastructure sharing all the tables shareable
(i.e. users database, what is GUADEC pages...)

- We go for a guadec.org continous model in which the website is par of
the GUADEC itself, serves for its preparatory work and discussion and
also for its post-match effect. Instead of creating a new site once a
GUADEC is finished, we just turn off/on the services needed when it's
needed: registration, call for papers, schedule, and so on.

I bet for this last one... but there is no need to decide anything yet
(and the right list to decide this is guadec's) since both models and
any drupal based module we could imagine starts with a fresh Drupal
installation. Creating or not a new instance for GUADEC8 mustn't be
decided before the end of GUADEC7, the system itself is flexible enough.

So, who has permissions, time and will to install Drupal in the
appropriate server?
