I disagree. I think that sort of feature belongs in the window manager
rather than in the individual applications.

The reason is simple. If I want that kind of feature then I choose a WM
that has it, and then _all_ my windows remember placement. If it were up
to the individual applications then I'd get different behaviour
depending on application--irritating. I'd be more interested in Epiphany
adding features that improve my browsing experience than adding features
relating to window placement.
